Mr.Mudie was provisionally appointed an Execu-
tive Engineer in the Public Works Department in 1889. He enter-
ed into no agreement. His appointment was confirmed by C.O.D.
288 of 2nd. December, 1890, and was notified in Government Noti-
fication No.91 of 6th. March, 1891.
In 1892 he was transferred to the Praya Recla- mation Works on an understanding that he was engaged for 3 years. In 1895 a formal agreement for another 3 years was en- tered into. But both in 1892 and in 1895, the fact of his con- firmation in the post of Executive Engineer in 1890 appears
to have been overlooked. His status is therefore that of an Executive Engineer seconded for Praya Reclamation Works. The proposal in the 10th.paragraph of Mr.Ormsby's letter is legi- timate and should, I submit, be put into effect in the 1900 Es- timates, as it is too late to give effect to it in the 1899 Es- timates.
